Quartziter Days Cancelled

After careful consideration, the Jasper Quartziter Club has announced the cancellation of Quartziter Days scheduled for July 17-19, 2020, due to concerns surrounding the Coronavirus pandemic.

Protecting event audiences and community members is the top priority of the committee. Recommended guidelines received from the state and federal governments indicate special events that can attract large numbers of people and the inability to practice social distancing creates an environment that may put individuals at risk. The committee felt that cancelling the event this year was the best way to proceed during such an unprecedented situation.

Join us next year for Quartziter Days, July 16-18, 2021. We plan on making it BIGGER and BETTER than previous years!

2020 Swimming Lessons

The City of Jasper is partnering with the Luverne Area Aquatic & Fitness Center to offer swimming lessons to children from Jasper.

American Red Cross certified Water Safety Instructors will teach all lessons.

The lessons will take place July 6th - July 16th, Monday - Friday. Classes will not be held on Friday, July 17th. Bus leaving Jasper at 9:30 a.m. from the Jasper City Park.
 
If you would be interested in registering your child, please contact the City Office. Registration deadline is July 1, 2020.

Yard waste

Yard Waste Program

Attention Jasper Residents: The Yard Waste Program will begin on Monday, May 11th.
 
Please get your branches and yard waste out to the curb by 7:00 a.m. on Mondays. If not, you will have to wait until the following week. In order to have city personnel pick up your yard waste, you will have to purchase yard waste tags, 10 for $10 @ Jasper Mini-Mall or City Office. Each bag or container placed on the curb MUST have a tag attached to either the bag or branch container. Weight limits still apply. If your bag is too heavy, it will NOT be picked up.
 
The Yard Waste Site located north of the ball field is currently locked due to unacceptable items being dumped at the site. If you would like to gain access to this property is dispose of your yard waste, contact the City Office for a key.

COVID-19: City Office Closed to Public Effective Tuesday, March 31.
ESSENTIAL CITY SERVICES WILL CONTINUE. 

As of Tuesday, March 31, 2020, The City of Jasper Office will be CLOSED to the public until further notice.
Essential city services will continue. City staff will continue to work in a limited capacity to provide essential city services. You are encouraged to connect with City Staff through the city website at www.cityofjaspermn.com or by phone at (507) 348-3701, and by e-mail at jasper@iw.net.

If you have business that is time-sensitive and must be conducted in person, call (507) 348-3701 to make an appointment. City staff will do their best to accommodate your request.
The City is taking all necessary precautions to keep our staff, City residents, and community safe and help manage the spread of COVID-19. The Minnesota Department of Health and the U.S. Centers for Disease Control and Prevention are closely monitoring the situation and providing guidance. Special meeting

SPECIAL MEETING NOTICE

Mayor Mike Baustian has declared a local state of emergency in the City of Jasper in response to the COVID-19 pandemic. This declaration allows the Mayor to order an emergency meeting of the City Council.
 
The emergency meeting of the City Council will take place on Monday. March 30, 2020 beginning at 7:00 p.m. in the Council Chambers located at 105 Wall Street East, Jasper, MN. This meeting is being called for the purpose of discussing the Emergency Declaration and the potential of extending it.
 
In accordance with the requirements of Minn. Stat. Section 13D.021, Mike Baustian, the Mayor, has determined that an in person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota Statutes.
 
Because of the emergency declaration it has been determined that attendance at the regular meeting location by members of the public is not feasible. Therefore, some or all of the City Council members may be participating by telephone or other electronic means.

The City of Jasper would like to remind residents that the only product that should be flushed down the sewer is toilet paper.
 
Please DO NOT flush:
-Flushable toilet wipes (they are NOT flushable)
-Paper Towels
-Napkins
-Facial tissues or wipes
-Baby wipes
-Clothing, rags, towels
-Feminine products
-Any other non-biodegradable items
 
These DO NOT break down in the system and will clog your sewer lines, which could cause a sewage backup inside your home or business.

The Jasper City Office is currently open but we are limiting visitor access. Normal business hours still apply.
We ask that residents drop off their utility payments by using the drop box or you may call the City Office to make a payment over the phone using your debit or credit card. Residents also have the option of paying their utility bill online at https://govpay.net/city-of-jasper-mn. Please contact the office if you are interested in signing up for auto-pay.

Peoples Bank is restricting lobby access to appointment only. Call 348-3051 if you need to make an appointment. The walk-up window will remain open and operate under normal business hours.

Stonewall Bar & Grill will offer to-go lunches from 11:30 a.m. – 1:30 p.m. and supper from 6:00 p.m. – 8:00 p.m. TO-GO ORDERS AND OFF SALE ONLY! All orders must be placed by calling the bar at 348-4081 or texting 215-3221.

Closure
Since the beginning of the COVID-19 pandemic, we have been carefully monitoring the progression of the virus and closely following the advice of the CDC. As the virus continues to spread to communities across the United States we have made the difficult but important decision to close the Quartziter Community Center (including the Wellness Center) and Memorial Hall effective immediately.

We look forward to reopening our doors as soon as possible and welcoming everyone back. In the meantime, take care of yourself and each other.
Important notice

2020 Assessor's Estimated Market Valuation

Every year the assessor's office is tasked with reviewing sales that occur in Jasper and using that data to help determine the estimated market value for each parcel in the city. Over the past few years a strong residential sales market has resulted in sale prices coming in well above the prior year assessed value. According to the Minnesota Department of Revenue guidelines the assessor must set values between 90% and 105% of the median sale price every year.
 
During the past year, 9 residential arm's length transactions occurred in Jasper resulting in a median ratio below this range at 79%. After reviewing each sale it was determined a citywide increase was warranted. This resulted in most properties receiving double digit increases in their estimated market value to get within state guidelines. Since that time more sales have come in that will be used in the following year's sales study. These sales continue to be above the proposed 2020 assessed values indicating the strong market is continuing.

If you have questions about your 2020 proposed values after they arrive in the mail later this month, please do not hesitate to contact the assessor's office listed on the bottom of the valuation notice.

With the warmer weather, complaints have been coming in from residents regarding dog waste. If you are a dog owner, please be respectful to City property as well as your neighbors property. The City of Jasper requires that pet owners pick up and properly dispose of pet waste. City Ordinance No. 91.

2020 Pet Licenses are available for purchase at the City Office. Cost is $10 per neutered animal, $15 for non. Proof of vaccination is REQUIRED!

Snow Removal around Residential Mailboxes

FYI: Snow removal around residential mailboxes is the responsibility of the box holder.

USPS Postal Carriers will not deliver mail if access to your curbside residential mailboxes has been impeded by the snow accumulations. The snow plow operators make every effort to remove snow as close to the curb line as practical and to provide access to mailboxes for mail delivery. However, it is not possible to provide perfect conditions and minimize damage to mailboxes with the size and type of equipment the City operates. Therefore, the final cleaning adjacent to mailboxes is the responsibility of each resident.

NO GARBAGE ON THURSDAY, MAY 16TH. COLLECTION WILL BE DONE ON FRIDAY, MAY 17TH. RECYCLING SCHEDULE WILL REMAIN THE SAME.
 
No construction debris. If you have a large amount of wood there will be roll-off dumpsters set at the truck parking area located to the east of the ballfields.
 
You may start placing junk at the curb on Monday, May 13th in separate piles until 5 AM on Friday, May 17th. If piles are mixed up, NONE of the junk will be removed! Come to the City Office if you have an appliance that needs to be paid for ($15) & picked up. Also pay in advance for tires, $3 each for car and pickup tires, $12-$22 for larger tires, depending on size. Mattresses cost $25 for disposal. ALL MUST BE PREPAID AT THE CITY OFFICE.
 
Deliver Household Hazardous Wastes to Pipestone County Recycling Center - 718 4th St. NW. Collections are held every Wednesday from 7 AM - 1 PM. Questions call 825-6765.

The purpose of this letter will be to notify residents that they will be receiving a new Recycling Cart, provide information on the new program, and will also include a Recycling schedule which states when Jasper's collection day will be.
 
A vendor will be delivering the 96 Gallon Recycling Carts November 12 through November 30 to each City residence.
 
The new Recycling program will begin the first week of December. Van Dyke Sanitation will be collecting all recyclables; Recycling Questions can be referred to them at 507-442-7241.

Adopt a Pot

The City of Jasper is working to beautify the city before the All-School Reunion. One of the projects we are working on is establishing flower pots to adorn the street, parks and other public areas. We are currently looking for individuals, businesses or organizations to "adopt a pot". Individuals may also choose to honor or sponsor a pot in memory of a loved one. The city will supply the pots, dirt and plaque. Participants will be responsible for the flowers and maintaining them throughout the summer season.

The Jasper Senior Nutrition Program is looking for additional drivers to deliver hot nutritious meals to seniors residing in Jasper. Drivers can choose between delivering one day a week, 1-2 weeks in a year, or whatever works with their schedule. All deliveries are within city limits and only Monday-Friday. Youth are welcome to volunteer during their summer and holiday breaks.

The Jasper Volunteer Fire Department Relief Association will hold their annual fundraiser on Saturday, June 18th, serving from 5:00 to 7:00 PM at Memorial Hall.

Menu includes grilled hamburgers, potato salad, beans and a drink. The cost is $8 per ticket.

The firemen are your protectors 24 hours a day, 365 days a year, Please plan to join them in celebrating another year of proudly serving the Jasper community!

Summer Lunch Program

The Summer Lunch Program will be offered Monday-Friday, June 13th to July 29th at the Jasper City Park.

Meals will be served from 11:30 a.m. to 12:00 p.m. to any child under the age of 18.

No GARBAGE ON THURSDAY, Van Dyke will do garbage on Friday, just put your tote in its regular spot!

No construction debris. If you have a large amount of wood there will be roll-off dumpsters set in town (4th St. E & Poorbaugh, also at 4th St. W & Sherman Ave.) for wood, windows & doors.

You may start placing junk at the curb now-in separate piles until 5 AM on Friday, May 20. If piles are mixed up, NONE of the junk will be removed!

Come to the City office if you have an appliance that needs to be paid for ($15) & picked up. Also pay in advance for tire pickup, $3 each for car or pickup tires, $12-22 for larger tires, depending on size.

Deliver Household Hazardous Wastes to Pipestone County Recycling Center – 718 4th St. NW. Collections are held every Wednesday from 7 am -1 pm. Questions call 825-6765.

The Jasper Public Works Department will be flushing fire hydrants beginning October 13th through October 16th, during daytime hours.

Annual flushing of the hydrants is necessary to provide better quality water and fire protection. Residents may experience fluctuations in pressure and/or discoloration of their water during flushing.

If you experience discolored water, run your cold water tap until it clears. During periods of discoloration, postpone washing clothes and limit your use of hot water until the cold water clears.

Your patience and cooperation regarding this is appreciated.

Each Jasper Resident may receive a FREE yard waste tag by stopping into the City Office to pick it up. We are trying to encourage all residents to tidy up our city.

Summer Food Program

The Pipestone Area School District will be sponsoring the Summer Food Program again this summer. Starting June 8th, children under 18 years of age are invited to come to the Jasper City Park for a free meal from 11:30 am-12:00 p.m. Monday through Friday. Menus are available at the City Office.

It happens every year, it snows and there are still vehicles on the street. It really shouldn’t matter if you are new to town or if you’ve lived here for years-you want the streets cleared of snow! The only way the Public Works Department can do a good job is if ALL THE VEHICLES ARE OFF THE STREET! Please do NOT leave a vehicle on the street if you leave town during the wintertime. After a SNOW EMERGENCY (snow 2” or more) has been declared, it is illegal to park on any street until the street has been completely cleared curb to curb for a length of a city block. “The Public Works Superintendent shall decide when to begin snow or ice control operations. The criteria for that decision are:
Snow accumulation of 2 inches or more;
Drifting of snow that causes problems for travel;
Icy conditions which seriously affect travel;
Time of snow fall in relationship to heavy use of streets.
Snow & ice control are expensive and involve the use of limited personnel and equipment. Consequently, snowplowing operations will not generally be conducted for snowfall of less that 2 inches… from City of Jasper Snow/ice Maintenance Policy.
Our city crew tries to get out VERY EARLY in the morning in order to have the streets cleared for everyone’s convenience, but we need everyone’s cooperation.
To avoid a violation/ticket (defined in Ordinance No. 83) we suggest that you find off-street parking for your vehicle. Vehicles in violation will be ticketed and subject to towing. You may park in your driveway, on the boulevard, a convenient place on your property, or-with permission-on a neighbor’s property. It is very important to listen to the weatherman. When he is talking about bad weather, please use off-street parking. Once the snow is cleared, you may again park on the street. The only exception to the ordinance would be for those items that it will be impossible to have all the snow removed on Wall St. before businesses are open. When this is the case, the Public Works Department asks that customers, park parallel to the curb rather that diagonal to the curb until all the snow is plowed and removed.
We appreciate your cooperation! Obeying these regulations will not only allow for better snow removal, but save taxpayers dollars. It will make City snow removal a safer and better operation. Let’s give our Public Works Department a chance to do their job, excellent job of snow removal! Everyone will be happier in the long run. *********CITY CODE SECTION 8.09: Subd. 1: It is unlawful for any person to stop, park or leave any vehicle upon any street for a continuous period of twenty-four (24) hours! City Code is all year long!

Brush Site:

Please follow the brush site rules.

Allowable Items:  brush, leaves, tree limbs, grass clippings, and compostable garden items.

Separate your items and place in the brush or compost pile.

DO NOT start a fire.  Burning is allowed by City employees only!

DO NOT leave plastic bags or boxes used to transport items to the brush site.

DO NOT leave trash or garbage at the brush site.

DO NOT leave lumber or burnable building or remodeling materials.  These items need to go to the county dump site.

DO NOT leave metal or other unusable items like bicycles.  These items need to go to the county dump site or be recycled at another location.


Violations put the City at risk of losing the license to operate a brush site/burn site.   Violators will be prosecuted to the fullest extent of the law.  Fines of up to $100 will be imposed.
